MEMBERS OF PARLIAMENT LOCAL ARA DEVELOPMENT SCHEME.



INTRODUCTION:


Member of Parliament Local area development scheme (MPLADS) is a scheme formulated by the Government of India (GOI) on December 23, 1993, that enables the members of parliament of India (MP) to recommend development work in their constituencies with an emphasis on creating durable community assets based on locally felt needs. Initially, this scheme was administered by the Ministry of rural development, later in October 1994, Ministry of Statics and Programme Implementation (MSPI) has been looking into its functioning. 


ABOUT THE SCHEME:


Each member of parliament is allocated with INR 15 crore per year since 2011-12 which has been increased from INR 5 lakh in 1993-94 and INR 2 crore in 1998-99, not directly to MP. This annual entitlement is released annually in two installments of INR 2.5 crore each. The funds are non-lapsable in nature i.e in the case of non-release of the fund in a particular year, it is forward to the next year. 


GUIDELINE OF THE SCHEME:


1. Projects implemented by government agencies would now be provided 75% of the cost as the first installment, while those implemented by non-government agencies will be 60%


2. For smaller projects costing less than 2 lakhs, the entire amount will be released in a one go


3. No project costing less than 2 lakh would be sanctioned with an exception in the case of essential projects.


4. The basket of the work that would be taken up under the scheme had been widened to include projects such as purchasing books for libraries, and ambulance vans, etc.


5. The purchase of Microsoft Office along with the training of two teachers per school would be now allowed as a part of an effort to promote computer literacy.
