BACHAT LAMP YOJANA.



INTRODUCTION:


Bachat Lamp Yojana (BLY), is a scheme to provide an energy-efficient compact fluorescent light(CFL'S) at the same rate as the incandescent bulb. This initiative was taken by the Government of India (GOI), with registering with the program on 29th April 2010 with UNFCCC. The scheme after implementation will result in reduction of GHG emission (CO2) from power plants connected to the grid. Till date 50 50 small scale Bachat Lamp Yojana projects from various parts of India have been included in this registered umbrella framework, out of which 44 were successfully implemented. As a result of which 29 million CFL's were distributed during the XI plan period. 


OBJECTIVE THE SCHEME:


1. The BLY was developed by the bureau of energy efficiency to promote energy-efficient lights in India. 


2. The BEE is coordinating the program of activities (POA), as a managing entity and will support the CPA implementer in developing the program in India through collaborating with the electricity distribution company.


3.  Under BLY scheme quality, long-life CFL'S would be distributed by SSC-CPA implement to the grid-connect residential household in exchange for incandescent bulbs. 


4. The scheme works purely on a voluntary basis, and as such is not mandatory. Hence, all the key players under the scheme, like BEE and CPA implementers voluntarily take part in the scheme.


5. To bridge the cost differential between the market price of the CFL's and the price which it is been sold to the household. The clean development mechanism (CDM) is harnessed.
