Shiv Kumar was born on 23 July 1936 in village Bara Pind Lohtian in Sialkot district, now in present day Punjab of Pakistan. His father Pandit Krishan Gopal was a Tahsildar in the revenue department, and mother Shanti Devi, a housewife. He completed his matriculation in 1953, from the Punjab University and joined an Arts program, and later a Civil Engineering diploma which he left in the middle. In 1960, his first anthology of poems was published, titled Piran da Paraga (The Scarf of Sorrows), which became an overnight success. In 1965, he became the youngest recipient of the Sahitya Akademi Award for his verse play Loona. His poetry recitation, as also singing his own verse, made him and his work popular amongst the masses.
